Are your operators rotating the brushes?  Have you ever noticed that a good push broom has two holes on the broom block?  Obviously, this extra hole is so that you can move the handle when the bristles become bent in one direction and the broom does not sweep any more.  We have this same issue with the scrub brushes on your floor scrubber.
